Fukuoka anti-gang measures. Fukuoka establece medidas contra la mafia.

The Fukuoka Prefectural Assembly unanimously passed a measure to strengthening its control over criminal gang activity. The bill prohibits enterprises from distributing their profits to gangs through such means as excessive discounts on transactions, and provides for a maximum of one year in jail or a fine of up to 500,000 yen for doing so. Fukuoka becomes the first prefectural assembly to pass such a bill.

La Asamblea de la Prefectura de Fukuoka aprobó de forma unánime medidas para hacer mas estricto el control para impedir actividades delictivas de la mafia. La ley prohibe a empresas el distribuir sus ganancias a la mafia a través de grandes descuentos y establece un maximo de un año en prisión y una multa de hasta 500,000 yenes a las que lo hagan. Fukuoka es la primera prefectura que aprueba una legislación de este tipo.

When FN asked Carmen what was rewarding about her job she had her answer ready: "Simply put it's the ability to help people who're in trouble. That's why we learn law." Carmen arrived in Fukuoka to do her Masters in International Economic Law at Kyushu University, and has since embarked on Doctorate study in Maritime Law, in hopes of reforming the law concerning marine oil pollution. In the meantime she volunteers her time at the Otsuka law firm, handling cases in English and her native Spanish while other lawyers work in Japanese, Chinese, Korean and Russian. Carmen has also developed Otsuka's website, so that internationals can get advice in all six languages about their first steps in the event of a dispute. "Foreigners here can feel lost," says Carmen, "and when they have legal problems they often can't cope". Cuando Fukuoka Now le pregunto a Carmen sobre su trabajo,　ella tenía su respuesta lista: 　"Es la habilidad de poder ayudar a las personas que están en problemas.　Por eso estudié derecho" Carmen llegó a Fukuoka a hacer su Maestría en Derecho de los Negocios y Economía Internacional en la Universidad de Kyushu, ahora se encuentra inmersa en los estudios de doctorado　en el área de Derecho Marítimo, y su objetivo es reformar lo relativo al sistema jurídico que regula los casos　de contaminación por derrame de petróleo. Mientras tanto ella se encuentra también como interna en la oficina de abogados Otsuka, y ayuda en el manejo de casos en Ingles y en su idioma nativo el Español　mientras los demás abogados manejan casos en Japonés, Chino, Coreano y Ruso.
Carmen también ha desarrollado la Página Web de la oficina Otsuka con el objetivo de que tanto los nacionales como los extranjeros puedan tener acceso　a la oficina y a sus servicios en los 6 idiomas que la oficina maneja, al mismo tiempo　que les guía sobre como obtener la ayuda legal que necesitan　"Los extranjeros muchas veces se sienten perdidos" dice Carmen, "y cuando tienen problemas legales muchas veces no saben que hacer". Ella y el personal de la oficina Otsuka trabajan en proporcionar　asesoría legal a extranjeros en aspectos que van desde accidentes de tráfico hasta casos laborales.

The New Nationality Law of Japan. La nueva Ley de nacionalidad de Japón

The Nationality Law of Japan is adapting to the new demands, and following a decision of the Japanese Supreme Court that declared the law unconstitutional, the Law was reformed, in order to now allow the sons born of Japanese parents and foreign parents that were not married to be eligible to obtain the Japanese nationality, which is something that was not very well regulated, as before it was necessary that before the birth of the child the Japanese male parent make a declaration in the ward office that such a child was going to be born and that was his child, and in practice that was something that rarely had any application. Now that requisite was completely eliminated.
The challenge ahead is that foreigners that have children with their japanese couple and Japanese officials learn about this new Law and procedures.

La Ley de Nacionalidad Japonesa se está adaptando a las nuevas demandas, y siguiendo una decisión de la Suprema Corte de Justicia Japonesa que declaró la antigua ley inconstitucional, dicha ley fue modificada, para ahora permitir que los hijos nacidos de padres japoneses con extranjeras que no estuvieran casados, puedan tener derecho a la nacionalidad japonesa, situación que antes no esta muy bien regulada ya que antes era necesario que el padre japones hiciera una declaración por ante los oficiales del Ayuntamiento de que un hijo le iba a nacer y que era su hijo. Este requisito era rara vez cumplido en la práctica lo cual dejaba a dicho niños sin el derecho a la nacionalidad japonesa. La nueva ley ha eliminado dicho requisito.
Ahora el reto es que las mujeres que tienen hijos con japoneses y los oficiales de los consulados y embajadas de Japón en el mundo conozcan la nueva ley y la forma de implementarla.
